The Team

Andy Davis

Andy is the Manager of the Observatory and has been working for the County Council since 1996. As well as managing the team and being a first point of contact for new work into the Observatory, he is a representative on projects working with the West Midlands Regional Observatory.

Spencer Payne

Spencer is the Corporate Research Manager and manages the research team within the Observatory.  His role also involves developing the evidence-based culture within the authority and ensuring the key messages emerging from the Observatory’s analysis inform the authority’s decision making processes.

Corporate GIS Manager <currently vacant>

This post (previously held by Huw Davies) is responsible for joining up the way we manage geographical information (GI) across the Council and developing a GI Strategy.  This post also manages the GIS/Information team.

Gareth Wrench

Gareth is the Senior Public Health Intelligence Analyst and he manages the Public Health Intelligence team within NHS Warwickshire as well as being the Public Health link into the Warwickshire Observatory.  He is currently leading on a number of projects including the Joint Strategic Needs Assessment (JSNA) and the Public Health input to the Quality of Life report 2011.

Louise Boffey

Louise is a Research Officer whose recent work includes contributing to and jointly coordinating the production and promotion of the Quality of Life 2010 Report.  Other work at the moment includes updating the Locality Profiles and analysing surveys – these currently include one jointly conducted by the Police and the Rugby Area Team and one for the Children, Young People and Families Directorate at the County Council.

Jemma Bull

Jemma works as the Research Officer for Crime and Community Safety primarily focusing on research and analysis of community safety trends.  She has been leading work on the Community Safety Partnership Strategic Assessment.

Renata Conduit

Renata is our Corporate Consultation Officer, and is responsible for coordinating consultation activity across the organisation.  This involves managing the Consultation Hub, promoting standards and advising on consultation issues.

Dave Gardiner

Dave works as a Research Officer in the team focusing on consultation. His role is to work with customers, partners and other key stakeholders to develop and implement survey methodologies, and analyse and report survey findings.

Kate McGrory

Kate is the Observatory’s Economic Research Officer and she leads on economic research and analysis. Her recent projects include analysis for the Local Economic Assessment, the Warwickshire Blueprint and the Child Poverty Needs Assessment.

Helen Parker

Helen is a Warwickshire Community Safety Partnership Analyst and supports the four Community Safety Partnerships by providing problem-solving analysis and using analytical techniques to identify trends and patterns in crime and disorder. She will be hot-desking with the Strategic Planning department at Warwickshire Police, as well as with Partners across the County. Helen will be involved in producing analysis for the Community Safety Partnerships as well as supporting the writing of the Strategic Assessments.

Rosie Smith

Rosie works as one of the Research Officers in the Observatory. Her main focus is on health related research, working with partner agencies to enhance the Observatory’s capacity to provide information and analysis of health data. Recent work has included the development of a series of district level Teenage Pregnancy profiles.

Nina Bobe

Nina is a Strategic Planning Monitoring Officer (job-share with Oscar Yau). Nina  has previously been responsible for land use monitoring and for writing the MWDF Annual Monitoring Reports. She is currently working on developing the Local Information System for Warwickshire, with Adam Bolton.

Adam Bolton

Adam is the Local Information System (LIS) Officer and is working to develop and promote our forthcoming LIS.  The LIS will make local data more readily available to staff, partners and the public.

Jonathan Moules

Jonathan is the GIS Analyst Programmer and helps develop systems for disseminating and accessing geographic information.

Derek Tate

Derek works as the Corporate GIS Data Administrator. In the role he manages the Council’s Geographic Information (GI) database.

Oscar Yau

Oscar is the Strategic Planning Monitoring Officer (job-share with Nina Bobe). His main duty is to assist the five district/borough’s monitoring officers in completing their annual statistical returns on a wide range of planning and landuse data (such as housing and employment land, retail, office, greenbelt, leisure and waste management facililties). He also produces the Minerals and Waste Development Framework (MWDF) Annual Monitoring Report, on behalf of the Planning Policy Team in the Environment & Economy Directorate.

Paul Kingswell

Paul supports all aspects of Public Health Intelligence in his role as the Public Health Intelligence Analyst.  This involves contributing to the Director of Public Health Annual Report and Borough/District profiles, Needs Assessments, pseudonymisation implementation and responding to data requests from both internal and external sources. He is currently undertaking a postgraduate diploma in Health Informatics.

Rumbi Takundwa

Rumbi is a Trainee Public Health Intelligence Analyst who has recently joined the Warwickshire Observatory after graduating from Coventry University with a degree in Economics. During her time at with the Observatory she will be involved in various projects such as producing Sexual Health/Teenage Conception Profiles, GP Profiles, BPAS monitoring and gathering customer feedback.
